This article describes how the California correctional system is investing millions of dollars to provide thousands of secure laptops and in-house network infrastructure in order to vastly expand educational opportunities for incarcerated learners.  This approach could serve as a model to other states seeking strategies to increase digital literacy instruction for students and came about through stakeholder advocacy and collaboration among key decision-makers within the state.
