Fluency refers to how easily a reader can process written text. Fluent readers read text at their level with accuracy, automaticity, and expression (also known as prosody). That means they recognize words correctly, and they do so rapidly. Because their word recognition is automatic, fluent readers can apply their cognitive resources to comprehending the text. This allows them to read at an appropriate rate (not too fast, not too slow), group words together in a meaningful way, and use intonation that sounds like natural speech.
Evidence-based Reading Instruction (EBRI) supports adult learners in developing fluency. EBRI guides teachers to engage learners in reading aloud, taking care to structure a safe learning environment for what is often a stressful activity for adult learners.
